The configuration for Outlook seems to change frequently on Windows 10 and we'll try to keep this updated. For older OS configurations and for many of the older versions of Outlook configuration is quite different.
Locate the version of Outlook you are using in the menu on the left for the best configuration documentation.
Note that on Windows 10 Microsoft has decided that traditional Email accounts used world-wide are not to be simply configured so you will need to follow several steps including some that are a bit odd to workaround these issues.
